Government
Since the fall of Tylon and the official discovery of Zoanthropes, the governments around the world have been struggling to maintain control and peace over their citizens. It has been succeeding, but only marginally, as it's had to resort to highly drastic measures to placate the masses. The kinder of these measures have been forcefully isolating Zoanthropes from regular society, while the more desperate measures have included their public execution if caught. They've even gone to the extent of issuing permits that legalize manslaughter, dubbing those who carry them as Hunters. It's managed to appease most of the regular human population around the world, if even just barely.
The course of actions the governments have taken are not ignored by the Zoanthrope community, however. Much to their chagrin, the Zoanthropes appear to have formed a coalition of enraged soldiers ready and willing to war against the government for the sake of their people, usually heedless of any civilians that may be caught in between. Though the governments have attempted to eradicate the threat, the fact that they're Zoanthrope soldiers proves to be an immense challenge, as well as their surprising degree of coordination and tactical measures. Thus, it seems that as much as the governments attempt to hold fast over their people, they're fighting a constant battle on both fronts.
The "government" as a faction represents everyone who holds official position in any country or nation's government, particularly with matters of state. These individuals range from beat cops and police officers to military generals and special operations units. Even those not strictly in the "force" department apply, including diplomats and the President himself. These are the people who attempt to hold order and prevent chaos in their respective countries and nations.

Hunters
In response to the fear and suspicion concerning the Zoanthropes, some people banned together to put everyone's worries to rest. Calling themselves the Hunters, these people span the globe literally tracking down Zoanthropes, primarily to kill but occasionally to subdue them for whatever reason. They come from all walks of life, and the range of occupations or styles they utilize on their hunts are as limitless as their motivations. Some view Zoanthropes as abominations against the natural order, some want to line a room with Zoanthropic taxidermy, while others are in it simply for the thrill of the hunt. Whatever the case, all Hunters are considered the mortal enemies of Zoanthropes.
The government shares a love/hate relationship with the Hunters, on a case-by-case basis. In the best situations, Hunters are given assistance from the government, or even paid, with the individual treated as a bounty hunter. In most cases, however, the Hunter acts in far too indiscreet a manner, risking casualties or property damage which ultimately requires the attention of the law. Hunters tend to prefer keeping the government at arm's length and operate outside of its influence… if not completely disregard it when the time comes.
The Hunters are very well-known on a civilian level. Their reception varies greatly from Hunter to Hunter, though. A well-known Hunter who plays up to the citizens or conducts his or herself cleanly and sporting(that is, with minimal collateral damage or endangering bystanders) is much more likely to be cheered and lauded a hero. On the other hand, a Hunter who is little more than a bloodlusting barbarian, or seems to have little regards for any life whatsoever, is probably going to excite more fear or panic in the nearby people. The reception Hunters receive depends entirely on how the Hunter presents him or herself, including their reputation.
The Hunters share a sort of internal community, with a Hunter Lodge in most major cities. Most Lodges are unique in their design, but each one universally serves as a base for trading information or providing temporary shelter for the traveling Hunter. The governments permit these establishments on the condition that they serve only to remove Zoanthropic threats.
Simply claiming to be a Hunter is not enough pardon to walk about with weaponry or to attack someone with no expectation of legal repercussion. The government attempts to regulate Hunters as much as possible by requiring they obtain a Hunter License. Without it, a Hunter is not permitted to bear arms, make use of any Hunter Lodges, or make public assaults, much less kill or capture an individual. Basically, the license waives all human rights a Zoanthrope might otherwise have. Unfortunately for the Zoanthrope population, obtaining a license is ridiculously easy; it consists of a written test to discover if the potential Hunter can identify a Zoanthrope and whether or not public endangerment is bad.
ZLF
The Zoanthrope Liberation Front (or ZLF, as it's commonly referred) is an organization made up entirely of proud Zoanthropes from all parts of the world who share a common goal: throw off the shackles humans have forced upon them. United under their mysterious leader, Shen Long's, banner of freedom, the ZLF claim to want peace and prosperity for all Zoanthropes, but are most known for their terrorist attacks on government and police forces.
The ZLF openly challenges the government and its chosen officials as aggressively as possible. Most members outright attack humans, civilians or otherwise, either verbally or physically. They're firmly grounded in their creed, constantly bombarded with anti-human propaganda. Humans are considered a completely separate species from Zoanthropes, and the humans are seen as vile, villainous beings. Therefore, members of the ZLF are generally much quicker to attack a human than the other way around.
The organization is far from a mere club or riotous group. The ZLF are actually closer to a militant force, perhaps even an army, with various ranking officers and tactical missions. ZLF bases are hidden in various locations throughout the world, each offering shelter and protection to any Zoanthrope who desires it. Every operation the ZLF carries out has a purpose, bringing them ever closer to securing their place in society.
That place in society may not be one of equality, however. Rumor has it that they kidnap and coerce "civilian" Zoanthropes to join their ranks. Their leader, Shen Long, reasons that this is because all Zoanthropes are in this struggle together. Meanwhile, very few are aware of the real master behind the ZLF, Hajime Busuzima, much less his plot to dominate the human race with Shen Long as his point man.
